This book constitutes the proceedings of the 8th International Conference on Artificial Intelligence and Mobile Services, AIMS 2019, held as part of SCF 2019, in San Diego, CA, USA, in June 2019.  The 12 full papers and one short paper presented were carefully reviewed and selected from 29 submissions.
